Consists of control software, protocol processing software, overhead processing, Ethernet switching chip, and control CPU, provides interfaces for cards to forcedly download versions and reset hardware/software, provides online detection for cards, implements fan detection and control functions.

* Clock/time module
Processes system clock and time, complies with ITU-T G.8262, G.8264, G.781, and RFC 1305
